No, or at least not simultaneously. NIH does not allow scientific overlap, meaning you cannot propose the same research in more than one application or submit the same application to two or more funding sources.

As explained at Evaluation of Unallowable Resubmission and Overlapping Applications, not until after NIH issues a summary statement for the first application can you submit an application with overlapping aims.
