Bookmark Updated Version of NIH Grants Policy Statement

Last month, NIH published a revised Grants Policy Statement (GPS) for fiscal year 2024. The NIH GPS provides up-to-date policy instruction that serves as the standard terms and conditions of award for NIH grants, as well as guidance for applicants pursuing an NIH grant.

The revised NIH GPS is applicable to all NIH grants and cooperative agreements with budget periods that began on or after October 1, 2023. This updated version supersedes the NIH GPS dated December 2022. Previous versions of the NIH GPS remain applicable as standard terms and conditions of award for all NIH grants and cooperative agreements with budget periods that began before October 1, 2023.  

Refer to Summary of Significant Changes to the NIH GPS for April 2024 Version for a list of new and modified requirements, policy clarifications, and legal regulations. For example, NIH added language to capture the policy requirement that a formal written agreement between an award recipient and each consortium participant/subrecipient is signed and agreed to by both parties, as initially established in a September 15, 2023 Guide notice.

NIH will continue to announce interim grants policy changes by issuing notices in the NIH Guide. We cover those changes as they happen in this newsletter. 

Coming Soon: Reissued Parent NOFOs for Small Business Grant Applications

NIH reissues the parent small business technology transfer (R41/R42) and small business innovation research (R43/R44) notices of funding opportunity (NOFOs) annually, typically by early July. If you are planning to apply for the next Standard Due Date on September 5, 2024, you need to wait for NIH to reissue the parent R41/R42 and R43/R44 NOFOs.

Find additional explanation in the April 8, 2024 Guide notice. Note that NIAID accepts clinical trial applications from small businesses through NIAID SBIR Phase II Clinical Trial Implementation Cooperative Agreement (U44, Clinical Trial Required), rather than the parent NOFOs.

Review List of NIH Legislative Mandates for Fiscal Year 2024

Read Notice of Legislative Mandates in Effect for FY 2024 to learn about current requirements outlined by statutory provisions to restrict certain uses of funds from NIH grant, cooperative agreement, and contract awards for fiscal year (FY) 2024. Topic areas covered by the legislative mandates include human embryo research, dissemination of false or misleading information, and distribution of sterile needles.
