Yes, there is no citizenship requirement for NIH Pathway to Independence Award (Parent K99/R00, Independent Clinical Trial Not Allowed), although foreign institutions are not eligible to apply. For an application submitted on behalf of a non-U.S. citizen with a temporary U.S. visa, the (domestic) institution is responsible for determining and documenting that the candidate’s visa will allow the candidate to remain in the United States long enough to complete the K99 phase of the award.
