No. Occasionally, for especially complex initiatives, NIAID will issue a notice of intent several months before publishing the notice of funding opportunity (NOFO). But generally, in lieu of waiting for a NOFO to possibly be reissued, you could instead prepare and submit an investigator-initiated application through an appropriate parent NOFO, e.g., NIH Research Project Grant (Parent R01, Clinical Trial Not Allowed).

You might also make use of the Concepts approved by NIAID’s Advisory Council. Although concepts do not guarantee NIAID will commit funding to a particular scientific topic, they are reliable indicators of which scientific directions NIAID views as high-priority research needs.
