Yes, with the assistance of your organization’s signing official (SO). Your SO can reject the application within the first 2 business days after submission. After that, the SO would instead submit a request to NIH’s Center for Scientific Review to have the application withdrawn. Then you can make changes and submit again. Note: this is not a “resubmission.”
