For a resubmission (A1), you must reapply within 37 months of the original application’s receipt date. 

On a similar note, NIH does not set a time limit for renewal (Type 2) applications following the expiration of an award’s project period, but reviewers will probably be concerned by major gaps between projects because the science has likely changed. If your research is likely to be viewed as dated, we typically recommend you prepare a new application instead.
