No, the Centers for Disease Control and Prevention (CDC), the Food and Drug Administration (FDA), and the National Institutes of Health are each separate operating divisions within the Department of Health and Human Services (HHS). HHS has 13 operating divisions in total, as shown on the HHS Organizational Chart. The HHS Secretary, Xavier Becerra, is a member of the President’s Cabinet.
