No. Only recipient institutions send progress reports to NIAID. As the direct and primary recipient of NIH support, they are responsible for their subrecipients’ research, spending, and reporting requirements, which must conform to all terms and conditions of a grant award.

Keep in mind, subawards must be formalized by a written agreement. The agreement should address negotiated arrangements for fulfilling the grant award’s scientific, administrative, financial, and reporting requirements (refer to section 15.2.1 Written Agreement in the NIH Grants Policy Statement). If a potential subrecipient is unwilling to sign such a written agreement, then the grant recipient cannot agree to the subaward.
