The U.S. Military HIV Research Program (MHRP) was established in 1985 to protect U.S. troops entering endemic HIV areas and is dedicated to HIV vaccine development, prevention, disease surveillance, and HIV care and treatment. NIAID plans and executes HIV/AIDS research projects annually with MHRP through an interagency agreement on HIV vaccine research.

Oversight
The Interagency Agreement (IAA) between NIAID/DAIDS and US Military Research and Materiel Command (MRMC), which oversees MHRP, is negotiated annually. NIAID provides funding for research and support for projects deemed scientifically important to its mission. The IAA is drafted by DAIDS Vaccine Research Program (VRP) with input from DAIDS Treatment Research Program (TRP), NIMH Division of AIDS Research, and NIAID Office of the Director. The Vaccine Interagency Management and Oversight Committee (VIMOC), co-chaired by the VRP and TRP directors and the MHRP director, meets annually prior to development of the draft IAA to discuss research and funding. In addition to DAIDS VRP and TRP, other stakeholders included in the VIMOC are NIMH DAR, DAIDS OD, and MHRP.
