Purpose
To require NIH-funded investigators and extramural staff to submit final peer-reviewed manuscripts to a public archive of research publications and to show evidence of compliance with the public access policy in applications, proposals, and progress reports.
Procedure
The NIH public access policy has two requirements:
- Submission of final peer-reviewed manuscripts to the public PubMed Central (PMC) database of the National Library of Medicine.
- Citation of PMC identification numbers (PMCID) in NIH applications, proposals, and progress reports.
Public access covers manuscripts that report research funded in whole or in part by NIH. This includes grants, cooperative agreements, contracts, fellowships, and intramural research. For further details, go to Determine Applicability on the National Institutes of Health Public Access site.
Compliance is a legal requirement and a standard term and condition of NIH grant awards.
Principal Investigators (or grant-supported author or coauthor if not the PI)
- Submit final peer-reviewed manuscripts to the NIH Manuscript Submission System (NIHMS) immediately upon acceptance for publication.
- Cite PMCID in applications, proposals, and progress reports.
- Demonstrate compliance with NIH public access policy in your annual Research Performance Progress Report (RPPR). Use the Progress Report Additional Materials link in eRA Commons. See the NIH and Other PHS Agency Research Performance Progress Report (RPPR) Instruction Guide.
- Note that interim research products do not fall under the public access policy.

NIAID Staff
- If you plan to coauthor a paper with a grantee, read NIH Employee Procedures for Complying With NIH Public Access Policy before asking for NIAID approval to publish.
