Consider applying to the notice of funding opportunity (NOFO) Global Infectious Disease Research Administration Development Award for Low- and Middle-Income Country Institutions (G11, Clinical Trial Not Allowed) if you are a senior administrator from a low- or middle-income country (LMIC) and seek advanced training in managing NIH grants.
The overall intent of the initiative is to:
- Support the training of senior administrators and empower them to serve as institutional grants management leaders.
- Provide them with access to good business practices for managing awards.
- Assist the administrative staff in developing and implementing standard operating procedures for tracking grant expenditures, complying with NIH funding policies, and assisting or training other administrators in the local area.
- Provide capacity-building for LMIC institutions to strengthen their Office of Sponsored Research.
- Provide an opportunity for LMICs to partner with high income institutions.
These opportunities would be provided in the form of grants to "train-the-trainer" by sponsoring grants administration training for senior foreign business officials to receive hands-on training at U.S. institutions.
The ultimate goal is to improve oversight of NIAID grant awards and compliance with NIH funding policies and federal research funding requirements for NIAID-supported foreign institutions in LMICs.
Applications that do not include all the following plans and letters of support will be considered not responsive and will be withdrawn before review:
- Research Grants Administration/Financial Management Plan
- Staff Training Plan
- Long-term Plan
- Three Letters of Recommendation
- One Institutional Commitment Letter
- One U.S. Institutional Commitment Letter
The next submission deadline is March 13, 2024, by 5 p.m. local time of the applicant organization.

Award Information
- Application budgets are limited to $100,000 per year in direct costs. Facilities and administrative costs for foreign recipients are limited to 8 percent.
- The project period may not exceed 2 years.
