It’s possible, but study section rosters rotate and scientific review officers assign applications to peer reviewers based on scientific expertise, without consideration for who reviewed the initial application. Regardless, the peer reviewers assigned to your resubmission will have access to the summary statement from your earlier submission to consider whether you made appropriate changes based on prior critiques.
