You’ve likely heard, in this newsletter and elsewhere, that NIAID is taking a conservative approach to our fiscal year (FY) 2024 paylines and financial management plan given concerns around budget uncertainty. We now have an appropriation for FY 2024—through the Consolidated Appropriations Act of 2024—a key development as we determine how many awards the Institute can support in FY 2024.
Last week, we adjusted the NIAID Paylines for FY 2024.
Several research project grant award types—i.e., R01, R03, and R21—now have slightly higher paylines. You’ll notice, on the paylines page, that those paylines are still in “interim” status, which implies NIAID might again adjust them in FY 2024.
The paylines for other award types, specifically training (T), fellowship (F), career development (K), and small business (R41, R42, R43, R44) awards, are now in “final” status, which signals our expectation that those paylines will receive no further adjustments in FY 2024.
In April, we also made changes to our Financial Management Plan for FY 2024. Most notably, we will restore all noncompeting awards to their previously approved funding levels with no percentage reduction.
For context: At the start of the fiscal year, we announced our intention to support most noncompeting awards at 90 percent of the committed amount listed in each grant’s Notice of Award (NoA). We observed, at the time, that while other NIH institutes and centers (ICs) have routinely implemented similar approaches, NIAID was applying a broad funding reduction for the first time in more than a decade. We did so in order to accommodate an uncertain fiscal climate.
We are now able to restore those affected noncompeting awards to their full committed amounts. Practically speaking, NIAID has begun issuing revised NoAs to restore noncompeting awards to their committed levels. NIAID will add the remaining funds to each recipient’s awards and PMS subaccount without any action necessary by the award recipient. Given the volume of affected awards, our aim is to complete these award revisions for NIAID grant awards by July.
